The late 20th century is marked by a constantly growing variety of media and the increasingly simplified transmission of data and images by electronic means. Things have certainly changed since the National Film Board of Canada was founded in 1939! And how could a public-sector body created at the dawn of the Second World War to produce and distribute films, at a time when audiovisual technology was nothing more than a dream, be expected to have the same objectives in 1999?
This is why, since the founding of the NFB, its mandate has changed over the years to keep pace with new financial, technological and social realities. These adjustments have allowed the organization to define itself more clearly in a changing film industry and to continue to meet Canadians' expectations efficiently.
Canadian Audiovisual Certification Office (CAVCO) The Canadian Film or Video Production Tax Credit
The Canadian Audiovisual Certification Office (CAVCO) currently administers the Canadian Film or Video Production Tax Credit (CPTC) and provides administrative support for the Film or Video Production Services Tax Credit (PSTC). Canadian Film or Video Production Tax Credit The objective of the CPTC is to encourage Canadian programming and to develop an active domestic production sector. This fully refundable credit can be up to 12% of the total cost, net of assistance, of an eligible production.
CPTC Guidelines have been prepared to assist producers in completing the application form for both a Canadian Film or Video Production Certificate (Part A) and a Certificate of Completion (Part B). The relevant sections of the Income Tax Act and Regulations take precedence over these Guidelines. Certification is required to claim the tax credit.

Canadian Television Financing: the Buck Starts Here by Felice Gorica Scarborough, Centennial CollegePress, 1999. Excellent guide to new and emerging producers on how to deal with the business end of producing. It deals with how to write a proposal- including a sample proposal; how to find financing; how to approach programming directors, explains the concept of windows; marketing and distribution.
